        Zamówienie jest finansowane ze środków zewnętrznych. Środki przeznaczone na sfinansowanie zamówienia muszą być wydatkowane i rozliczone do końca 2017 r.

        W przypadku, gdyby zamawiający zachowałby 40 dniowy termin na składanie ofert realizacja zamówienia w 2017 r. byłaby znacząco utrudniona. W powyższej sytuacji termin składania ofert upływałby na początku września 2017 r., a biorąc pod uwagę dyspozycję art. 26 ust. 1 ustawy Pzp oraz fakt, że umowa z wybranym wykonawcą nie może być zawarta w terminie krótszym niż 10 dni od dnia przesłania zawiadomienia o wyborze najkorzystniejszej oferty, Wykonawca nie miałby odpowiedniej ilości czasu na dostawę, instalację, uruchomienie i instruktaż stanowiskowy w zakresie obsługi aparatury będącej przedmiotem zamówienia.

        Skrócenie terminu składania ofert na mocy art. 43 ust. 2b pkt 2 ustawy Pzp umożliwi Wykonawcy, którego ofertazostanie wybrana wykonanie zamówienia będącego przedmiotem niniejszego postępowania w dogodnym dla Zamawiającego.
